The way I read the post you refer to it sounds like that the people in question started the uploads and the core of the idea for Kubuntu and of the KDE packages. Jonathan's role may have come later. I don't know what his role was. However I'd be surprised if he's making a claim like this without there being something to substantiate the story. At this point I have to suggest you take it up with Jonathan himself.
